On Sunday, March 22 the body of Harry Montgomery, 54 of Troy, Montana was found on a local ranch.  His body has been identified by the Montana State Crime Lab through fingerprinting.  Mr. Montgomery was reported as missing on January 13, 2020 by his family.  His vehicle was located on northbound Interstate 15 near the south interchange.  There were no signs of foul play there is no health threat to the community.  His cause of death is pending toxicology.

An earthquake approximately forty four miles West of Challis, Id was felt by Dillon residents, as well as residents throughout the State. According to the USGS website the quake registered in at a magnitude 6.5 at 5:45 pm. As of know no damage has been reported around Dillon.

Press release from the Governors office: Governor Steve Bullock today announced consumer protections to lessen the economic impacts on Montanans during the COVID-19 statewide emergency by stopping evictions, foreclosures and cancellation of utility services including water, heating and internet service. “One of my top priorities is continuing to find ways to ease the financial hardships on Montanans. So long as this virus forces Montanans to stay home to save lives, Montanans need a home to stay in,” Governor Bullock said. “This order ensures that a loss of income won’t lead to Montanans losing their homes or having the heat turned off if they can’t pay the rent or make their monthly utility bill.” For the duration of the Directive, landlords are prohibited from terminating a lease or refusing to renew or extend the terms of a current lease agreement, at least on a month-to-month basis. It also prohibits late fees or other penalties due to late or nonpayment of rent, prohibits rent increases except for those previously agreed upon and prohibits landlords from seeking damages in court due to nonpayment of rent. The Directive also stops involuntary sales of homes, foreclosures, liens placed on residential properties or late fees charged due to inability to pay mortgage payments on time for the duration of the Directive. The Directive does not relieve tenants from paying rent or borrowers from paying mortgages or other financial obligations related to homeownership. Additionally, the Directive prohibits suspension of utilities during the emergency, including electricity, gas, sewage disposal, water, telephone, or internet services, and prohibits late fees for bills due during the Directive. The federal CARES Act (Coronavirus Aid, Relief and Economic Security) passed by Congress on Friday includes additional funding for the Low Income Energy Assistance Program (LIEAP), which helps low-income households with heating homes, weatherization, and energy-related low-cost home repairs or replacements. LIEAP in Montana is administered by DPHHS. To apply for LIEAP, contact your local LIEAP (Human Resource Development Council) offices, call 1-833-317-1080 or visit the state’s LIHEAP website at www.lieap.mt.gov . Finally, the Directive also requires public housing authorities to extend deadlines for housing assistance recipients. It also requires the Montana Commissioner of Banking, along with the Montana Department of Commerce, to identify tools that could be used to bring Montanans relief from the threat of residential foreclosure, and to promote housing stability. Governor Bullock declared a statewide emergency to respond to COVID-19 on March 12.The Directive is effective now through April 10, 2020, in line with other Directives, though it may be extended.

The Dillon City Council will hold their regular monthly meeting on 04/01/2020. They know with the COVID-19 outbreak that social distancing needs to be practiced. They will limit the number of people who will be in the meeting, They have also made arrangements for it to be accessed electronically through Zoom. Fighting the battle with COVID-19 and trying to stay ahead of the pandemic, Governor Bullock announced a fourteen day quarantine to those coming into Montana. The Directive follows the governor’s prior travel advisory and last week’s Stay at Home Directive. “While we love our visitors, we would ask that you not come visit while Montanans are watching out for one another by staying at home,” said Governor Bullock. “This is important not only to protect our health care system, but also to protect against the spread of COVID-19.” “As of today, travel from another state or country is the most common known source of COVID-19 infections in Montana. I am asking anyone who is in Montana and has recently traveled from another state or country to do the right thing and self-quarantine for 14 days,” continued Governor Bullock. The Directive applies both to Montana residents and non-residents entering the state for non-work-related purposes. It requires a self-quarantine for 14 days, or the duration of a non-work trip to Montana—whichever is shorter. The Directive also instructs the Montana Department of Commerce to advise vacation listing and rental sites that they must notify potential out-of-state renters about the quarantine requirement. Health care workers are excluded from the Directive. Further, the Directive authorizes the Montana National Guard to conduct temperature checks at Montana airports and rail stations and screen for potential exposure history for travelers arriving in Montana from another state or country. The Directive is effective now through April 10, 2020.

With the state wide shelter in place being enacted the Beaverhead County offices have new guidelines and operating procedures. On Sunday, March 22 at around 5:00 pm the Beaverhead County Sheriff's Office received a report that an employee of a local ranch had found a human body in a field south of the city limits of Dillon.  A deputy responded and discovered the body of an adult male lying in the field.  The Beaverhead County Coroner, County Attorney and Sheriff responded to the scene.  The body has been taken to the Crime Lab in Missoula for autopsy.  Release of the identity of the man is being withheld pending positive identification and notification of next of kin.  There are no signs of foul play, and there is no threat to the community regarding this incident. We will have more on this story as we get information. ​

Governor Steve Bullock has issued a shelter in place and stay at home order for all Montanans. This means you only go out in public for essential business. The directive issued Thursday afternoon is in effect on 12:01 am Saturday. At a live news conference he broke this news. What does this order mean, according to the Governor, "It is voluntary of the public and we are hoping that they will abide by this order, but local authorities can enforce a stay at home order if need be." The Gov. also stated they are working on officially closing both Yellowstone and Glacier National Parks. The Gov. also stated that if people are visiting from out of state they to need to follow these guidelines.

Letter from Beaverhead County Public Health: March 24, 2020 Re: Clarity for businesses regarding closures Public Health has been receiving many calls for more guidance on the Governor’s Directive for business closures because of the COVID-19 pandemic. We understand the confusion when determining which businesses should close. It is important to understand that the reason we are either recommending, or whether it’s a Directive… is to protect our community. This is to reduce the risk of exposure to your friends, your family, the elderly, and the young. Total shut down of cities in this country are happening because communities are not taking this situation seriously. We MUST be diligent and follow the guidelines. If you are worried about your business now, it will be much worse later as stricter and stricter actions are mandated because we let our guard down. There are 12 new positive cases reported in Montana this morning and these are now occurring from community spread which means people contracted the disease from unknown COVID-19 cases in the community. Positive cases continue to grow in counties around Beaverhead County. It is our responsibility to try to prevent or at least slow COVID-19 by limiting people from suspect areas into our county. If your business cannot do the following actions, then they should shut down until March 27th at which time the situation will be reassessed. However, more than likely, these current measures will continue if we continue to see the steep increase in positive cases. Actions: If you cannot provide services 6 feet from your client: · includes hair, skin, nails, tattoo salons and massage services, however, this is not an exhaustive list · cannot provide lodging/meals/transport, etc. with the recommended social distancing 2. If you cannot sanitize your equipment, vehicles, boat between clients. Everyone should practice the following: Social distancing of 6 feet, even when outside. No groups of 10 people or larger. Elderly and immunocompromised should stay home whenever possible. Increased handwashing with soap and water and use of hand sanitizer if needed. Increased sanitation of hard surfaces with disinfectants. You can make your own solution with 1 tbsp. of bleach to 1 gallon of water. Cut small clean cloths into the solution. Surfaces to pay attention to are: · keyboards, mouse, cellphone, remote control, doorknobs, light switches, steering wheels, cane handles, etc. 6. Practice good respiratory hygiene by covering your coughs and sneezes with the inside of your elbow or with a tissue. Dispose of the tissue and wash your hands. 7. If you are sick, stay home, isolate from healthy people. The Beaverhead County Health Officer has the authority to shut down businesses to protect the public from imminent threats per Section 50-2-118 of the Montana Code Annotated. Subway Hello everyone just an update from us over here at Subway. We are currently as I stated in my last message taking extra precautions sanitizing surfaces every hour. We will be offering home deliveries starting tomorrow from 10-7 we will not be accepting cash, all transactions must be made with a card over the phone or through our mobile app. There will be a $2 delivery fee, and we will only be delivering within 5 miles of the store. We will also be changing our hours. We will start opening at 10a.m. and closing at 8p.m. These policies will stay in effect until further notice. Dillon Schools : School Closure 3/16-3/27 - Good afternoon to all Beaverhead County Parents, Guardians, Staff, Students and Community Members, this is Mr. Shipman, Superintendent of School District #10, with an important message. Due to the latest developments over the weekend, in an overabundance of caution for the safety of our community, Public Health is mandating a two-week closure of all schools in Beaverhead County, effective 3/16/2020 through 3/27/2020. This includes all activities as well. This decision is made in collaboration between the schools and the County Public Health Department. The schools will take two days to develop plans for remote instruction and will communicate the requirements for the school work your child will be responsible for. We will be evaluating the situation closely, and will reassess the situation on a weekly basis. Updates on future plans for the school will be released on, or before, 3/27/2020 by the respective schools. Beaverhead Chapter of Mule Deer Foundation will be Postponed. We are working with our vendor and will update the event date as soon as possible. There will be a rescheduled banquet, beers for deer, or a gun-a-palooza in the near future. Local professionalism and communications in such a quickly evolving situation has been impressive. I would ask that everyone take personal responsibility as your decisions effect others, especially those with compromised health or advanced age. Please follow the recommendations from the center for disease control (CDC), world health organization (WHO) and those from local agencies. Be patient with closures and delays within our community. Please do not over burden health care facilities, follow the CDC guidelines when dealing with pre-existing medical issues. Please only send or share information (related to the coronavirus) that’s from the CDC, WHO, or our local agencies to lessen any misinformation. Local strategies are in the process of being implemented. To assist in these efforts, please remember that we all play a role and our actions can help to reduce the duration of this and lessen the effects to Dillon. Stay at home. WASH YOUR HANDS regularly for at least 20 seconds, and don’t touch your face. Don’t congregate, keep a distance of at least six feet, and don’t shake hands. Most importantly, keep others in mind and don’t place your self in a position where you could compromise someone else’s health.Dillon is an amazing community that has always supported one another. Keep in touch with those you know on the phone and via social media. Reach out to your neighbors. If there is a need for household items, develop a system to help others out. Butte St. Patrick's Day Parade on March 17 has been canceled. The Buddy DeFranco concert March 12 at the University of Montana has been canceled. Montana University System moves to remote class instruction on March 23.

Beaverhead County Commissioner and chairman Tom Rice declared an emergency for the county on Monday March 23rd to allow its disaster and emergency service personnel the flexibility they need to respond to the Corona Virus. Rice issued the emergency declaration at the recommendation of Disaster and Emergency Services Coordinator Tom Wagennecht , as a precautionary measure. Having the declaration in place gives the county added authority to seek federal and state emergency funding if necessary. Montana code allows counties with an emergency declaration to seek an emergency levy of up to two mills in a year. That must be approved unanimously by the commission. As of know the commissioners are not asking for an emergency levy with the declaration. If that time comes, it would be discussed and voted on in a public meeting.

Dillon City Court has new guidelines for dealing with the COVID-19 outbreak. Effective Immediately All parties ordered by the Dillon City Court to report for chemical dependency testing through Beaverhead County Sheriff's Department 24/7 Program are released from their obligation to do so until further notice. The court will determine on a case by case basis whether alternate testing means will be implemented. Parties Affected by this change shall contact the court for further updates. All appearances for hearings, compliance checks, or inquires of the court must be conducted by telephone or internet meeting. The Clerk of Dillon City Court will send internet meeting invitations to individuals by email. It is the responsibility of the parties to provide the Clerk of Dillon City Court with an updated telephone number and email address. All criminal jury trials scheduled to appear before May 4, 2020 will be continued for thirty days. All deadlines in the previous Trial Schedule Orders are continued for thirty days. Defendants and their attorney's are encouraged to waive speedy trial and stipulate to continuances. Defendants may file a request for an expedited trial to be held as soon as the court resumes normal operations criminal jury trials will not be vacated at this time but will be vacated as the trial date approaches and a resolution has not been reached by the parties. Until May 1, 2020 The Fifth Judicial District Court is implementing the following measures: 1. All appearances for hearings must be conducted via vision net or telephone. The Clerk of Court has available the instructions for downloading the moble application that must be used by all the parties unless they have access to a vision net equipped device television. 2. The Judge and Court Reporter will appear remotely from Beaverhead Courthouse For all hearings. The Court Administrator will be permanently stationed in Virginia City or working from home at her discretion. 3. Pleadings must be filed by mail or email in accordance with local District Court Rule 3. 4. For criminal cases: A. No scheduled criminal trials may be conducted until May 4th, 2020, at the earliest. All deadlines in the previous Trial Setting Orders are continued 30 days. Defendants and their attorneys are encouraged to waive speedy trial and stipulate to continuances. If defendants want an expedited trial, they shall file the request and that will be accomplished if possible when court resumes. Trials will not be vacated at this time but will be vacated if a resolution is not reached as they approach. B. All necessary hearings and law motion appearances must be held via vision net. 5. For time sensitive DN, DJ, DI matters: All necessary hearings must be held with all parties appearing via vision net or phone. 6. For civil cases: A. All trials and hearings scheduledc for before May 4, 2020, will be continued, as the scheduled time approaches, without setting a new date. New dates will be issued when more information is available. B. For trials and hearings scheduled before May 4, 2020, parties may request rulings without appearances in appropriate matters. Parties in unconstested or limited issue matters MAY contact the Clerk or Court Administrator and request the Court to review the matter to determine if a limited vision net appearance for a hearing is appropriate.

Governor Steve Bullock has ordered that all dine in food service and alcoholic beverage businesses, and other activities that pose an enhanced health risks, must close at 8 pm on Friday and remain closed until March 27th. This order was passed as some younger Montanans have tested positive for coronavirus. Under the Directive, the following places are closed to ingress, egress, use, and occupancy by members of the public: Restaurants, food courts, cafes, coffeehouses, and other similar establishments offering food or beverage for on-premises consumption. Alcoholic beverage service businesses, including bars, taverns, brew pubs, breweries, microbreweries, distilleries, wineries, tasting rooms, special licensees, clubs, and other establishments offering alcoholic beverages for on-premises consumption. Cigar bars. Health clubs, health spas, gyms, aquatic centers, pools and hot springs, indoor facilities at ski areas, climbing gyms, fitness studios, and indoor recreational facilities .Movie and performance theaters, nightclubs, concert halls, bowling alleys, bingo halls, and music halls. Casinos. The places subject to this directive are still allowed to offer food and beverage using delivery service, window service, walk-up service, drive-through service, or drive-up service, and to use precautions in doing so to mitigate the potential transmission of COVID-19, including social distancing.

The U.S. is extending the deadline for filing taxes from April 15 to July 15, Treasury Secretary Steven Mnuchin said in a tweet on Friday. The decision gives Americans three months longer than they typically would to file their taxes. "At @realDonaldTrump’s direction, we are moving Tax Day from April 15 to July 15," Mnuchin tweeted. "All taxpayers and businesses will have this additional time to file and make payments without interest or penalties." Lawmakers are hoping that by extending the deadline, this gives businesses and people a chance to hold onto their money longer as they deal with the fallout from the virus outbreak. In a tweet a second tweet Treasury Secretary Steven Mnuchin urged all taxpayers who may receive a tax refund this year "to file now to get your money." This is some good news for those who are struggling on how to manage their business, in the uncertain future as well as though who may have troubles finding a person to prepare their taxes for them.
