Sunday, April 23rd The Montana Running Company held their 6th annual climb the M run. The run follows the Beaverhead Trails Coalition M trail that takes runners to the top of the mountain and past the historic M. The trail is a fairly technical trail with some good elevation to it, it is sure to be a challenge for the most seasoned runners. UMW PRESS RELEASE: A team of students from the University of Montana Western’s Natural Horsemanship program placed first in the Idaho Horse Expo Collegiate Colt Starting Competition held April 7-9, 2023, at the Ford Idaho Horse Park in Napa, Idaho. Road to the Horse partnered with the Idaho Horse Expo to present this year’s competition, where three teams competed for a share of the $6,000 cash prize. Competing teams were from the University of Montana Western, Feather River Community College, and Treasure Valley Community College. The teams worked with their colts in three hour-long round pen sessions. The finals consisted of a 40-minute timeframe that included 20 minutes in the saddling pen and 20 minutes to complete a list of rail work and obstacle components. Montana Western placed first with a total score of 1183.5, followed by Feather River with 1117.5, and Treasure Valley with 936.5. “It was such an exciting event and learning opportunity for the students,” said Head Natural Horsemanship Instructor, Eric Hoffmann. “The competition allows for our students to learn from the horse, apply that knowledge to their daily lives, and use that experience in their future careers in the equine industry.” The UMW Equine Studies Department, in partnership with the Montana Center for Horsemanship, offers the nation’s only Bachelor of Science degree in Natural Horsemanship with options in management, psychology, science and instruction, and was ranked among the “Best Equestrian Colleges” by ThoughtCo.com. The Montana Center for Horsemanship is the first and only equine center in the United States that is devoted expressly to promoting ‘Natural Horsemanship.’ With its stables, arenas, riding areas, and instructors, the center serves as the primary facility and progressive teaching resource for Montana Western’s Natural Horsemanship BS curriculum. The MCH teaches the ‘La Cense Method,’ which was developed under William Kriegel, owner of Haras de la Cense in France. UMW Sports Press Release: The Montana Western Rodeo Team finished up the second rodeo in a trip to Miles City, Mont. The Bulldog Men placed fourth in the standings, while the women came in sixth. Top Performers Trevor Kay placed first in the average in Bareback with a total of 154 points over the rodeo. Ty Christensen won the Tie Down Roping average with a total of 18.8 combined time. Carson Klingler came up second in Saddle Bronc after he got a 57. Madalyn Foster and Jackie Sceirine combined in the Team Roping to take third with an 18.6. Mikayla Witter finished in fourth in Breakaway Roping with a total of 16.0. Cooper Pavkov came in fifth in Tie Down Roping with an average of 21.1. Jhet Murphy finished in sixth in Steer Wrestling with an average of 15.3. Up Next The Bulldog Rodeo team takes finishes with their final rodeo hosted by the University of Montana next weekend from April 28 through April 29.

Fellow Lawmakers in Helena are moving closer to passing new legislation that supporters say would get construction of the NorthWestern Energy gas plant in Laurel moving again. That construction was recently halted after Yellowstone County District Judge Michael Moses revoked the plant's permit, saying the Montana Department of Environmental Quality failed to fully evaluate the plant's impact on air quality and greenhouse gas emissions. In response to the court, House Bill 971,Introduced by Josh Kassmier, (R) Ft Benton, has made it through the House Natural Resources Committee last Monday, and has passed its first hurdle before the full House Friday, it awaits a 3 reading vote today, (Monday) before moving to the Senate for consideration. The bill states that an environmental review may not include an evaluation of greenhouse gas emissions when corresponding impacts to the state are beyond its borders. Let me be clear, Montana as a State has not enacted carbon regulations, despite the clear direction via state law, the court has decided that MEPA (Montana Environmental Policy Act) is now a tool for regulation of carbon. This is a very dangerous precedent, when a judge can uproot a necessary project that has already passed the rigors of MEPA, and furthermore withstood the permitting process in good faith, only to be halted years into the project, with hundreds of millions already invested. Meanwhile, construction at the plant has all been halted, except for minor work in compliance with the judge's order. About 110 workers were laid off on Tuesday. The plant's union says about 50 employees now remain. These workers didn't ask to be laid off, It's an impact on their families, and It's an impact on the community. A union steward representing these workers told me that crews immediately stopped work, on installing 18 smokestacks and 18 natural gas motors. I feel that Montanans need safe, reliable power and this facility helps get to that end. This delay in construction is hurting Montana energy customers and the local and state economy. The Yellowstone County Generating Station was permitted based on defined criteria. The permitting process was followed. It is in the best interest of electric consumers, and Montana as a whole, for Senate to do our part to help resolve this matter quickly. Most likely we will hear this proposal in Senate Natural Resources, where I serve as chair, I'm confident that we have the votes to get it to the Senate Floor, and with a positive vote there, onto the Governor's desk before we adjourn. Shifting gears, Members in the House have tabled a bill that would have changed the primary process for the 2024 U.S. Senate race and effectively boxed out minor party candidates. I voted against this measure in the Senate for two simple reasons; One, the measure seemed narrowly crafted by design, which simply takes the people's voice away in elections. That, coupled with with National Party Leaders talking about putting an emphasis on recruiting high net worth individuals, it seems to be designed to eliminate good home grown candidates, regardless of party affiliation, and it flies in the face of how we traditionally do business in Montana. The proposal, as it turns out, according internal documents obtained by the New York Times and other news organizations, was in fact designed to target a single race, that will be hotly contested as U.S. Sen. Jon Tester. A Democrat, seeks reelection. It would have allowed the top two vote-getting candidates, regardless of party, to advance to the general election, once the 2024 elections were over, the change in law was set to revert back to the way we currently do federal elections in Montana, after the 2024 contest. That in itself told a story of election interference, as articulated in a text message I received from a local voter and long time political supporter of mine, I agree with that assessment as well. During a recent hearing, supporters of the bill said it would ensure that the winning candidate wins a majority of the vote. Opponents said the bill would disenfranchise third party voters, and was politically motivated. The House Administration Committee voted 17-1 to table the bill. Let me be clear, I'm a Republican, and will support our candidate, in the upcoming US Senate race, however gaming the outcome of an election, regardless of who is behind, it is bad for Democracy, and puts a stain on politics in general. Lastly, today we take up HB 2 on the Senate floor. Its the General spending and appropriations bill, that seeks to fund State Government over the next two years, which we are constitutionally mandated to do. I'm disappointed so far, in that the proposed budget has grown State Spending by around 14%, but continues to be promoted as a conservative budget, more disappointing is that even with a Republican Super Majority in the Senate, we can't seem to hold the line on what I feel is reckless spending proposals being muscled through in the eleventh hour by House Appropriations leadership, and the Governor's budget office. Montana deserves better, and Im hoping we get some budget cutting concessions as the bill ends in in final negotiations, I'm committed to keep pushing back as necessary, until we adjourn.

Erin Hughes, a volunteer coordinator active with the JustServe organization, will be the guest speaker at the Rotary meeting on Wednesday, April 26th at noon. Traffic: single-lane bridge closures with temporary traffic lights. Concrete work: continuing sidewalk and curb removal and replacement along East Helena Avenue. Traffic: daytime single-lane closures along East Helena Avenue. Both lanes open at night. Side streets closed at East Helena Avenue intersections. Businesses along side streets will have access from East Center Street. Pedestrians: partial sidewalk closures day and night while concrete cures. Week of May 1: Street driveway tie-ins along East Helena Avenue. Continue one lane of bridge work and begin bridge wall repair. Traffic: single-lane bridge closures with temporary traffic lights. Concrete work: begin to move from East Helena Avenue down South Atlantic Street with some sidewalk removal at intersection corners. Traffic: Atlantic Street is expected to have similar traffic control measures as East Helena Avenue. Updates will be issued within the next few weeks. Pedestrians: partial sidewalk closures day and night while concrete cures.

The race is a fundraiser for the University of Montana Western Cross-Country team. The 5k will start at the Dillon High Trails trailhead at 9AM and the 10K will start at 9:30AM. The course will lead you right by the historic M on the hill and through the beautiful rugged desert trails and canyons back to the trailhead. Runners will do one lap for the 5K and two laps for the 10K. This is a technical trail run that will challenge you as a runner. The University of Montana Western’s Fine Arts Department and Bank of Commerce Performing Arts Series is pleased to present “Sketch Comedy and Improv Cabaret” on May 1 and 2, 2023. Celebrate the conclusion of the UMW academic year and the final production in the BOC Performing Arts Series with a comedic variety show! Performances will feature stand-up comedy, short-form improvisation, and sketch comedy showcasing UMW students and faculty. Erik Escobar, the host of the cabaret, is a stand-up and improv comedian from Los Angeles, California. He has performed for theaters, night-clubs, and colleges across the nation. He has opened for comedians such as Rex Navarrete and Jerry Seinfeld. His on-screen credits include NBC’s “Last Comic Standing”, Buzzfeed, VH1, FOX’s “I Can See Your Voice”, and the upcoming feature film “VHYes” shot alongside Tim Robbins and Thomas Lennon. In 2020, Erik premiered his TEDx Talk titled, “Creating A More Fulfilling Lifestyle Through Humor.” He holds a Master of Fine Arts in Comedy Theory from Goddard College.
