- FWP Launches New Public Portal To Report Sightings Of Sick Or Dead Fish
As part of the department’s response to declining trout populations in the Jefferson Basin, Montana Fish, Wildlife & Parks today launched a new web portal to collect information from members of the public who see sick or dead fish. The new portal, sickfish.mt.gov , enables Montanans and visitors to our state to report a description of sick or dead fish, including details on the location. Participants are encouraged to upload a photo to assist FWP biologists. Though FWP is interested in this information statewide, the department is particularly interested in reports from southwest Montana, where trout numbers on the Big Hole, Beaverhead, and Ruby rivers have declined dramatically during the past 10 years. “Our biologists are routinely out on Montana’s rivers and lakes, but we don’t always see things the public is seeing,” said FWP Director Dustin Temple. “This new tool will allow for a direct line from anglers to the department, so we know what they’re seeing when they report it and can respond accordingly.” Information submitted through the new portal will be routinely reviewed by staff. The new web portal is part of FWP’s response to heightened concerns over the decline in trout numbers on rivers in southwest Montana. These rivers are not only famous for their world-class fishing, but critical to the local and state economies. FWP biologists monitor fish health in waterbodies around the state. This monitoring includes sampling healthy, sick, and dead fish, as well as looking at water quality. Fish diseases are present in waterbodies, but generally don’t pose a population risk. However, fish can be more susceptible to diseases when they are stressed. Background: On June 6, FWP announced new efforts to research and monitor trout population declines in the Jefferson Basin to better inform the state’s strategies and response. FWP also proposed temporary angling restrictions on the Big Hole, Beaverhead, and Ruby Rivers to the Fish and Wildlife Commission, which the commission adopted. On June 7, FWP Director Dustin Temple sat down with business owners and guides in Butte to discuss trout population declines in the Jefferson Basin. In response to that meeting, FWP has prioritized and will develop and implement additional fish population and health studies on the Big Hole, Beaverhead, and Ruby rivers and monitor angler use on the Gallatin Rivers. These efforts will initiate data gathering and will include additional FWP staff, including creel clerks, as well as Montana State University professors and graduate students.

- Commerce Awards Historic Preservation Grants to 31 Montana Communities
The Montana Department of Commerce announced today that 31 Montana communities will share more than $10 million of grant funding for 44 historic preservation projects. The grants, awarded through Commerce’s Montana Historic Preservation Grant program (MHPG) will be used to improve historical sites, historical societies and history museums in Montana. “It is important for us to showcase our state’s rich history, as well as the culture and heritage that created Montana as we know it today,” said Scott Osterman, Director of the Montana Department of Commerce. “Montana Historic Preservation Grants help Montana communities increase economic development, community revitalization and statewide tourism through added investment, job creation, business expansion and local tax-base growth.” In 2021, the Paradise Center was awarded $123,220 of MHPG funding to install an interior elevator and renovate a restroom to be ADA compliant. “MHPG funding helped us make our historic building fully accessible to individuals with mobility constraints, while protecting its historic nature through the discrete installation of two passenger lifts and the renovation of old restrooms to be ADA compliant. We can now accommodate the needs of everyone and share the full history of the area with residents and all visitors. We are so very grateful for this historic preservation assistance, which will serve generations to come,” said Karen Thorson, Paradise Center Secretary of the Board. Project improvements may include infrastructure repair, building renovations, maintenance, remediating building code issues, security enhancements and fire protection. - Conservation License Required To Access Most State Lands
Working with the 68th Legislature, Montana Fish, Wildlife and Parks (FWP) and the Montana Department of Natural Resources and Conservation (DNRC) simplified licensing requirements on state lands as part of Governor Gianforte’s Red Tape Relief Task Force. The two agencies consolidated the conservation license and state lands recreational use license into one annual conservation license, supporting the maintenance of places like fishing access sites (FAS), wildlife management areas (WMA). On Montana school trust lands, conservation license sales will help fund Montana schools and other state institutions. Effective July 1, Montanans who access state lands will be required to have a conservation license. Hunters, trappers, and anglers in Montana who have purchased licenses and tags this year already possess this license. “Fishing access sites and wildlife management areas represent some of the most amazing outdoor recreation opportunities we have in Montana. Access to all these sites for a small annual fee is a tremendous bargain,” said Montana Fish, Wildlife & Parks Director Dustin Temple. “By requiring an annual conservation license for everyone 12 and older who uses these sites, we’re ensuring the cost of maintenance is shared by all users, not just hunters, anglers, and trappers.” Increased use on FAS and WMA sites has led to increased maintenance costs. Much of the increased use is from people who come to these sites to enjoy outdoor recreation, not necessarily to hunt, fish, or trap. With the requirement of a conservation license for everyone, that cost of maintenance is shared by all users. On Montana state trust lands, the conservation license replaces the required State Lands Recreational Use License for general recreation on legally accessible state trust lands that are not otherwise closed or restricted. Recreational use fees are part of the revenue generated from state trust lands and help fund Montana schools and other state institutions. “Conservation license purchases help fund Montana schools,” said Montana DNRC Director Amanda Kaster. “State trust lands are working lands and now it is even easier for residents and visitors alike who recreate on state-managed lands to do their part to support the education of Montana’s students.” Hunters, anglers, and trappers are already required to purchase a conservation license along with their hunting and fishing licenses from FWP. However, for those people who enjoy recreation on any of Montana’s more than 330 FAS and 77 WMA sites, wildlife habitat protection areas, or legally accessible state trust lands, and don’t already buy a hunting or fishing license, they will need to have a conservation license to access those lands. These licenses, which cost $8 for residents, $4 for resident youth ages 12 to 17 and seniors 62 and older, and $10 for nonresidents can be purchased at any FWP office or online at ols.fwp.mt.gov/ . A Special Recreation Use License is still required for trapping, commercial or concentrated recreation, outfitting, or special events on state trust land. Information on access and licensing for special recreation on state trust land is available at dnrc.mt.gov/recreation. Montana State Parks do not require a conservation license. For more information on conservation licenses, click here .

- Who Potted The Pot? Marijuana Plant Found Growing In City Hall Ballroom (Updated)
Updated 06/28/2023 9:30 PM The mayor came forth and admitted the plant was his. Apparently he brought it to City Hall after someone stated he couldn't grow one. In his own words "I just forgot about it." But apparently from witnesses it was a well taken care of plant. My Dillon Police Department received a very unusual call on June 20 for a plant found above City Hall. As the Dillon Jaycee’s were preparing the upstairs for the new meeting space, they came across a Marijuana plant in the upstairs of City Hall. According to the Dillon Police Department press release on June 20, 2023, at approximately 7:05pm, the Dillon Police received a complaint about a marijuana plant growing in the ballroom located upstairs at City Hall. Dillon Police requested assistance from the Department of Criminal Investigations. The case is under investigation to determine if any criminal charges will be perused. After the City Council voted to not allow the sale of recreational marijuana in city limits someone seems to have been using the upstairs as a personal grow room. Yes, it is legal in Montana to have a marijuana plant for personal use, but what about the legal issues on growing marijuana on property owned by the city? This is a developing story and we will have more information as it becomes available.

- Emergency Closure On Yellowstone River In Stillwater County
Unsafe river conditions following recent bridge collapse and train derailment Montana Fish, Wildlife & Parks has implemented an emergency closure on portions of the Yellowstone River between Reed Point and Columbus following a partial bridge collapse and train derailment on June 24, 2023. The Yellowstone River is closed to all public access 1 mile upstream and 2.5 miles downstream of the Twin Bridges Road railroad bridge in Stillwater County until further notice. Debris from the Twin Bridges Road railroad bridge partial collapse and train derailment into the Yellowstone River has rendered this stretch of river unsafe for boating, floating and shoreline use. Clean-up and reconstruction in the area will also create hazardous conditions for the public. Signs informing the public of the closure will be posted at access points. The closure of this portion of the Yellowstone River will remain in effect until FWP determines the river is safe for passage and human use. River and access site closures are subject to change based on condition assessments and needs of emergency response agencies, including FWP. For the full notice of adoption of the emergency rule, visit https://fwp.mt.gov/public-notices/news/2023/jun/0627-yellowstone-river-near-twin-bridges-railroad-bridge-emergency-closure What fishing access sites are open? All Yellowstone River fishing access sites are open in the area. For non-motorized boaters and floaters, Indian Fort Fishing Access Site (FAS) is the last public takeout before the closure. Holmgren FAS, downstream of the closure, is open for boating and floating. Those traveling upstream from Holmgren FAS need to stay cognizant of the closure boundary. Fishing access sites on the Stillwater River are open to public access, although Swinging Bridge FAS remains closed for construction.

- Montana Western Hires Britt Cooper As Next Women’s Basketball Coach
UMW Sports Press Release: After a nationwide search, former Lady Bulldog, member of the 2019 National Championship team, and current assistant coach Britt Cooper has been named the 8th Head Women’s Basketball Coach in program history at the University of Montana Western. “I’m beyond excited for Britt Cooper to be our next head Women’s Basketball Coach here at Montana Western,” Director of Athletics Michael Feuling said. “She is a third generation Bulldog and those that know her, say she bleeds red and black. Having played for Coach Woolley, being a key member of the 2019 National Championship team, then learning as his assistant, and playing a key role for the team this past year provides us with that link to be able to carry on that culture. With her leadership, knowledge of the system, and knowing the types of student-athletes that it takes to be successful here, I have no doubt that she will be an incredible coach for our current and future student-athletes.” A Harrison, Mont. native, Cooper earned her bachelor’s degrees in Math and Health and Human Performance from Montana Western in 2019. She competed on the Bulldog Women’s Basketball team and was a key member of the 2019 NAIA National Championship team, earning the NAIA tournament’s hustle award. Cooper was named all-conference twice in her playing career for the Bulldogs, Honorable Mention All-America in 2019, and finished her career with 1085 points, 890 rebounds, and three postseason appearances. She was a Daktronics scholar athlete in two seasons and was an academic all-conference athlete for three seasons for the Bulldogs. Cooper then became a graduate assistant for the NCAA Division II Angelo State women’s basketball program for the 2019-20 and 2020-21 seasons. During this time, she earned her Master's Degree in Coaching, Sport, Recreation, and Fitness Administration. While at Angelo State, Cooper managed team travel, served as an academic counselor for the team, coordinated weekly check-ins with student-athletes, film breakdown, and on-court player development. Prior to her return to coach for the Bulldogs last season, Cooper served as a Math Teacher and Head Girls’ Basketball Coach at Harrison High School in Harrison, Mont. Cooper rebuilt the Harrison High School program and coached an all-conference player, while managing all aspects of the program. Cooper most recently served as the Bulldogs assistant coach under the direction of head coach Lindsay Woolley. During the 2022-2023 season, Cooper managed all team travel and expenditures, managed team social media, ran individual workouts, weight training and conditioning for the team, ran team practices as needed, played an important role in scouting and management of team personnel, and was given the role of recruiting coordinator. “I am extremely excited to be the next head coach at Western. This program has meant a lot to me over the last eight years and I cannot wait to continue building on the culture Coach Woolley has created here.” Britt Cooper commented. “We have a great group of ladies that are dedicated to the sport, and I am so happy I get to be a part of helping them grow on and off the court.” “Over the last decade Coach Lindsay Woolley, our current, and former student-athletes have worked hard to build a special culture of success for women’s basketball here at Montana Western. During the search, it was very important to me that we find someone to continue to carry on that culture and is ultimately what led me back to Coach Cooper.” Feuling continued. “I want to thank the search committee for their work in this process and to our incredible women’s basketball student-athletes for their patience and trust in me during this time.” Coach Woolley On Coach Cooper “I am so happy for Britt and this opportunity to take over the women’s basketball program at Montana Western. She knows what it takes to have success at an institution like Montana Western because she has not only played here and coached here, but she bleeds Bulldog red.” Former Head Coach Lindsay Woolley said. “I know she will do everything in her power to carry on our proud women’s basketball tradition. I have always believed in betting on people and Britt Cooper is a great person who will ensure the young women who pass through the program will have a tremendous experience while being treated the right way. Today is a great day for Bulldog athletics.”
